The appointment of Gen. Bustamente as Commander in Chief of the Army of Texas, is announced in El Monitor of Aug. 22d.  This is a post which he had long sought, but it may be doubted if his own aspirations may not bring him in collision with the military chiefs, already too numerous for the command of the army. – Nor does he possess the energy and ability to command universal confidence.  He has old enemies to conciliate, his own designs will be suspected, and he will surpass our expectations if he succeeds in so concentrating the power of Mexico as to make an invasion of Texas foridable.
